I dug into this a bit and realized that this is actually intended at this point, per https://bugzilla.mozilla.org/show_bug.cgi?id=1470948#c19.

We specifically decided to record mozilla-release releases as release and beta to ensure that RCs (and the odd point release that publishes to beta) are included on buildhub.
