When you move the mouse of the image labeled "Subscribe to TranStar News
Updates"   a section of the web page moves. 

Reproducible: Always

Steps to Reproduce:
1. Goto http://www.houstontranstar.org/
2. move mouse over the mailbox icon
3. hit reload and you can do it again

Actual Results:  
things on the screen changed positions

Expected Results:  
they should not have moved

it may have dupe for this, I remember
but I can not find it.

dupe of bug 175455. The problem is cause by "font-weight: bold;".

not a dupe.  reopening.

this bug occurs with very old builds (0.9.8) and lacks bug 175455's padding. 
also, repeated mouseovers do not cause further layout changes.

also (like bug 175455), bold font is not necessary.  anything that causes a
reflow (font-size, font-family, etc) can cause the bug.
