rfe: add access points from Help menu to release notes and readme, which would
be milestone-based.

the relnotes and readme could either be additional files that are packaged with
the build (locally accessible), or simply .html files stored somewhere under
http://mozilla.org/projects/chimera/ . preferences?
also see bug 167024 about the current Help menu items.
