OPTGROUP elements have their labels listed as headings in a list instead of
options in a hierarchical menu. Ref "http://www.w3.org/TR/REC-
html40/interact/forms.html#h-17.6". Using nightly build of 19991017 for i686
linux on GNU/Debian Linux (potato) running 2.2.12.

Kevin, I'm not sure this is a bug.
If code to display OPTGROUPs is already in place, but not working,
this would be a bug, otherwise, it would better be considered an
engineering task for completion of HTML 4.0 compliance.

http://www.w3.org/TR/REC-html40/interact/forms.html#h-17.6 does
clearly call for OPTGROUP support for SELECTs

james.bromberger@uwa.edu.au, if you could simplify your testcase it
would be a help - the sidebar, footer and linked stylesheet have nothing
to do with OPTGROUP testing. Also can you confirm the obvious inference,
that you are not seing it work properly. Also, is all that you are
not seing work properly described in Bug 16745, or is there something
else that this bug report would be about?

In the absence of a response from the reporter, this does look like a
DUP of 16745.

This is not a bug. This is by design.
