Steps to reproduce:
Repeated it several times on two different Windows 10 computers -- both 64 bit and fully up to date. Tried it again a day later and got the same result.
Actual results:
I went to "saved logins," clicked on "show passwords," then entered my Windows PIN. This caused a sort of blurred overlay and Thunderbird was locked up. I've shown passwords successfully many times on this computer with previous versions of Thunderbird
Expected results:
The passwords would be shown.
I've been using Thunderbird for well over 10 years and have never seen this behavior.

Does it happen after doing Help > restart with add-ons disabled ?

I believe you're referring to the OS re authentication we now require to show the passwords (to prevent casual password snooping by e.g. family members).
