Actual results:

The library window has a white titlebar even tho the theme is set to dark.

Expected results:

The titlebar should be dark, as is the rest of the theme.

Hi,

I have managed to reproduce the issue on Release version 82.0.2, Beta 83.0b8 and latest Nightly 84.0a1 (2020-11-03) using Windows 10 with dark theme.
Further, I will move this over to a component so developers can take a look over it. If this is not the correct component please feel free to change it to an appropriate one.
