Custom install without "Mail & News" disables ChatZilla at 2nd startup.

Reproducible: Always

Steps to Reproduce:
1. Launch Mac Full installer.
2. Select "Custom Install", disable "Mail & News", and install.
3. Create a new profile.
4. Startup Mozilla and quit.
5. Restart Mozilla.
Actual Results:  
Window menu have only Navigator and Composer.
There are only these 2 icons in component bar (left bottom).
"cmd-3" shortcut (IRC Chat) also doesn't work.

Expected Results:  
ChatZilla should be enabled.

Confirming with Mozilla 1.1, 2002090309-trunk, 2002090803-trunk on Mac
OS 9.2.
2002090708-trunk/Win98 installer doesn't have this problem.

Yes. I tested using new profiles.

This problem still occurs on OS 9.2.2.
But http://www.mozilla.org/releases/mozilla1.3a/#new says:
  We're transitioning the Mac Classic (OS 8.x and 9.x) build to Mozilla
  Port status. This means that mozilla.org won't be making official
  Classic builds beginning with 1.3alpha.

We must use "disk image" of CFM build.
