This message looks racy and should no longer be required (since
picture caching is always enabled and the composite descriptor
tracks the image generation and dirty rect of external images).

If this does cause a regression, we should fix it by improving
the composite descriptor tracking rather than using a message.

Revert "Bug 1675136 - Remove ForceRedraw message. r=sotaro"

This reverts commit 26da7ed67c53f9659b4b2d9e80f36a6d0931b3b3.

This is causing a regression on Win7 - we will revert this
patch for now until we have time to investigate the root cause.
