User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/86.0.4240.111 Safari/537.36

Steps to reproduce:

Download install package from 'https://download-ssl.firefox.com.cn/releases-sha2/stub/official/zh-CN/Firefox-latest.exe'.
Install it successfully.
Double click firefox's icon on my desktop but nothing happened.

Actual results:

Nothing.

Expected results:

Open a firefox window.

I was unable to reproduce this issue. I've downloaded and installed the page mentioned on the Description and then I've double-clicked on the desktop icon and Firefox was open correctly
Could you please try it again and tell us your input? Please first, uninstall any previous version just to see if this was the problem.

Yes. I just uninstall any previous version and reinstall it again. But it doesn't worked. So I reinstall OS and it works now. ^_^
