"Compact" missing from IMAP folder context menus

Steps to reproduce:
This happend with Thunderbird 78.4.0 (64-bit) on
- Ubuntu 20.04 64 Bit
- Windows 10 20H2.
- I configured 3 IMAP accounts (A,B,C).
- I chose "When I delete a message: Just mark it as deleted" on all 3.
- I did not check "Clean up (Expunge) Inbox on Exit" for any of the 3.
- I right-clicked on a (any) folder of the first, top-most account and got "Compact" in the context menu just above "Mark Folder Read"
- I right-clicked on a (any) folder of the second or third account.
Actual results:
"Compact" was not in the context menu.
It seems to have to do with the order of accounts in the list, because the top-most account in my Windows (A) installation is the second one in Ubuntu and vice versa. In both cases the top-most account (A on Windows, B on Ubuntu) has the menu entry and the second one (B on Windows, A on Ubuntu) doesn't.
Expected results:
"Compact" should have been in all the context menus.

Does this reproduce for you after doing Help > restart with add-ons disabled?
I cannot reproduce using beta on Windows

Yes it does with "Help > restart with add-ons disabled" and with Add-Ons disabled manually on Windows 10 64 Bit. (I will check Ubuntu later).
BTW: Thunderbird has updated to 78.4.1 (64-Bit) since I opened the issue.

Yes, the problem also persists on Ubuntu (TB 78.4.0) in Safe Mode.
I found some setting that seem have no influence:
- On Windows the first account (which has "Compact") uses mbox, the other two use maildir. But on Ubuntu all three use mbox.
- Message synchronization is off for all accounts on both systems. Switching it on has no effect on the problem.

Ooops, I can reproduce it in 83.0b2 (64-bit) on Windows with a copy of my affected profile.
If create a new profile and add the same accounts, all context menus contain the "Compact" item. :-o
So you migth close this bug and I'll reopen it, if I find out what it's connected to.
