Steps to reproduce:
I believe that an update took place over the weekend and Bcc copies are now limited to one.
In the UK the GDPR (General document protection regulations) regulations do not permit organisations, such as businesses and sports clubs, to send emails to members as copies because all emails addresses are shown. consequently Bcc is very important.

Multiple BCC is certainly possible. Please see https://support.mozilla.org/en-US/kb/thunderbird-78-faq#w_when-writing-a-new-message-how-can-i-add-edit-or-remove-recipients-in-thunderbird-78
