Steps to reproduce:
Tried to move a filter in my list and only one step at a time is now possible using up or down arrow. I used to be able to hold down alt DOWN for rapid moving. This makes it so hard to sort since there's no built in filter sort.
Actual results:
Nothing - Holding down ALT and down arrow does nothing now
Expected results:
Rapid move of filter up or down

in version 68 you were able hold a click on the buttons?
I'm not sure when it stopped as there seems to have been a flurry of updates recently but I've been doing it for a few years now. I definitely noticed the change in the previous update so maybe two version ago. I don't know why there just isn't a sort option but at least rapid moving up and down the list helped

Sorry Andrew, but moving filters up and down the list using Cursor keys or Alt+Cursor has never been a Thunderbird feature. I have implemented that mechanism for attachments in composition only.
You can attach a screenshot of the dialog you are talking about.
Otherwise maybe this functionality was provided by an addon.
Test with Help > restart with addons disabled, which should completely remove the cursor-key shortcut because it's not part of TB.
In filter dialog, there are buttons to move filter up and down.
Yes, unfortunately holding Alt+access key won't repeat the move command.
But you still have move to top and bottom, so the maximum distance is half the list.
I don't think users re-sort their filters very often, so for the few times where this is needed, I guess it's acceptable to press the combo multiple times.
