Steps to reproduce

1. Launch Firefox, access about:protections
2. Click inside the page and press the TAB key to navigate on all the sections;

Expected result

• all in-page options are selected;

Actual result

• [Sign Up for Breach Alerts] section is skipped;

Regression range

• First bad: 2019-07-26
• Last good: 2019-07-25;
• Pushlog: URL;
  Looking at the regressions, there are some breakpoints, as in at one point the first section not being selected and with other menu-buttons; this range applies to the tab-index only for the buttons as not being respected;

Additional notes

• attached recording to illustrate the issue;
• esr78.5 not affected;
• S4 as suggested severity;
• on Windows 10, the issue appears not to reproduce.

I tried to reproduce this, but I cannot. I'm using mac, tested on version 85.
I was able to tab from the x -> android -> ios -> sign up for breach alerts
