1676933 - kill dead code in v-c-t

v-c-t has some leftover code from various dead/abandoned/obsolete projects (vcssync/, hgext/overlay being some examples). We should remove these directories as having them in the repo with busted tests creates noise when trying to run all tests in the repo.

The actual code used for vcs-sync (ie hgmo -> GitHub) lives in
a different repo.
