Looks like bug 1579581 removed features which are being used.
Like "cpucount".
Or perhaps it was just very unfortunate timing on landing some patches.
And the reason this hasn't be noticed before is that it affects non-Fission only if one has several windows open and they have pages in different
processes and at least one of them is loading and other one is using idle tasks.
With Fission the situation becomes quite different.
