No one seems to use STRIP_XPI rule in m-c and c-c. If this is removed, we can remove STRIP hack for msvc (https://searchfox.org/mozilla-central/rev/5a1a34953a26117f3be1a00db20c8bbdc03273d6/old-configure.in#616)

No one seems to use STRIP_XPI rule in m-c and c-c.
Also, if this is removed, I think we can remove STRIP hack for MSVC
(STRIP='echo not_strip') because ENABLE_STRIP isn't set on MSVC.
