Small-allocation oom on startup! How odd.
I'm not sure this is worth looking into unless we see it more, but WASM folks can decide.

This is well known. When the system is super low on memory on startup - or is simulating OOM at random spots - we may fail here, and we inserted an explicit AutoEnterOOMUnsafeRegion here on purpose specifically to allow for this and to crash in a controlled and recognizable way if the allocation fails. (Previously we would propagate the error and OOM-crash higher up, which was way more mysterious.)
