Spam Assassin Resets itself to Top Of The Filter List

Steps to reproduce:

I have configured to use Spam Assassin, want to use Spam Assassin.

However, I want it at the BOTTOM of the Filter list; I want Spam Assassin to run AFTER all of my filters have run.

Spam Assassin, on a random basis (have not figured out what triggers this) appears AT THE TOP of the Filter List.

Actual results:

On some occassion, not version update, Updates are done manually, consciously, the "Spam Assassin" filters jumps from the BOTTOM of the filter list, to the TOP.

This has been an ongoing problem for a long time (>1, 2, 3 yrs)

Expected results:

Expect that filters will not re-order themselves. If I put Spam Assassin, or ANY filter, in a specific location, it should stay there until it is moved.

Being at the top is by design. To indicate this, ideally filter management shouldn't let you move it.

If SpamA wants to be on top that's reason for a note/dBox, but once an action is taken, e.g. SpamA moved to the bottom of the list, the action should NOT be adjusted by the program -- SpamA should stay moved.

What TB "wants" is secondary to explicit user actions.

Filter management may suggest that it should be on top, once, but also allow the user to stop annoying me and never show me the stupid reminder ever again. This software is the user's software, not the programmer's software.
