Steps to reproduce:
I have the "view" dropdown box in my toolbar. It appeared normally as a dropdown box with one arrow. Now in 78, it has two arrows.
This does not happen with a new profile.
Actual results:
The view dropdown now has two arrows instead of one properly.
Expected results:
The view dropdown should have one down arrow like every other dropdown box.

I tested this in a new profile, and it appears to be some kind of profile element that isn't upconverted properly. A new profile does not have this issue.
The middle arrow will move with different view settings, such as "unread" or "tags." The arrow on the right remains fixed.

In your old profile, do help > restart with addons disabled

Sorry. I didn't document the steps taken. I tried that. Same problem.
I also just tried downgrading 78.4.3 back to 68.12.1 (which then works fine in the production profile) and then launched it from the test profile, allowing it to auto-upgrade. When it updated to 78.4.3, it had the same problem with the dropdown box. I suggest you install 78.4.3, create a fresh profile, downgrade that install to 68.12.1, and see if it fails in the same way when it upgrades itself. This reproduces the bug on my system.
Finally, I created a new profile again in the test account, and loaded all the extensions the production account had, and nothing happened to the dropdown box.
I think it's conclusive on my setup that going from 68.12.1 to 78.4.3 causes the problem.
It's probably not important, but I'm running the x64 version.

In your screenshot I see the word "View" before the dropdown.
I'll presume you have the Folder Pane Toolbar enabled.
Enabling that in my 68.12.1 on Linux I only see Folder names in the dropdown with one arrow, no word "View". (Windows only thing?)
Updated to 78.4.3 and the Folder Pane Toolbar was disabled on restarting. ??
Enabled it again and still only see Folder names and one arrow.

Well heck. Whatever happened on the upgrade, after removing the widget from the toolbar for a day, and putting it back up just now, it's currently functioning properly. So I guess this is temporary and I should wait a bit before reporting a bug.
Just to document what we're talking about, I'm including screenies of the feature.
Honestly, there isn't a thing you can do with this widget that isn't duplicated in the Quick Filter. It's leftover from the folderpane views feature, which is what it affects. I would humble suggest checking usage data to see if it's used by anybody at all. It's probably something that should be removed from Thunderbird.
Two pics attached. I think this might just be cruft. I had to look for alternatives when I took it off the toolbar, and everything I do with it I could replicate in Quick Filter.

Okay, it wasn't the Folder Pane Toolbar and that widget saves you from going to the Menu and using View > Messages.
The Folder Pane Toolbar just lets you select folders.
I would say this bug could be closed WFM.

Oops. It's still happening.
When you take it off the toolbar and restart Thunderbird, then put it back on the toolbar, it shows with a normal single arrow.
As soon as you restart, however, two arrows appear again.
I do think this feature might do better to be retired/deprecated, but it does not work right on my machine. So if it's going to be kept, it should be fixed.

I still don't see anything that needs fixing.
Added the "Mail View" icon to the Mail toolbar of my Windows10 TB 78.5.0 on 11/27.
Quit and restarted several times.
Updated to version 78.5.1.
Quit and restarted several times and checked daily since 11/27.
My extensions are Compact Headers, Message Header Toolbar Customize, Emoji, and ThirdStats.
I would suggest trying safe mode again.

Access 'profile name 'folder
Delete these files:
mailView.dat
session.json
xulstore.json
Restart Thunderbird.
REport back on results.

Did not help.
I figured out why Walt isn't seeing the bug. I keep my mail view dropdown in a weird place. It's in the tab bar next to the calendar and tasks icons.
I'll post a picture. If I put it in a normal place, like the toolbar, it works normally.
So it's an unpredictable edge case. I doubt very many people have their tab bar configured this way, if anyone.

I think it should be fixed since I can reproduce this using Thunderbird 78.5.1 on Windows 10 and Ubuntu 18.04 LTS when the item is placed in the Tab bar. Also happens with the Folder Location widget.
Not reproducible using Thunderbird 68.10.0 on Ubuntu 18.04 LTS Linux. Only one arrow when placed in the Tab bar.

Still seeing this in 91.2.1, 94.0b5 and 65.0a1 on Windows 10.
I placed the tool in the tab bar and only had one arrow.
Then I quit and restarted Thunderbird and had two arrows.
Removed the tool.
Quit and restarted Thunderbird.
Placed it in the Mail Toolbar.
Only had one arrow.
Quit and restarted and still had only one arrow.
