After launching the binary file "apprunner.exe" I can read
"Setting content window
 browser.startup.page = 1
 startpage = www.mozilla.org"

this is what my debug window shows

"apprunner" makes me suspect this is M10..

Have you used M9 or earlier? If yes, you need to delete your Mozilla registry
(see http://www.mozilla.org/projects/seamonkey/release-notes/m10.html).

correct : deleting the c:\Windows\mozregistry.dat makes it work fine
