Bug 1075275 removed the hook to check for 'IGNORE BROKEN CHANGESETS' in the commit message in 2014.

The server-side hook checking for the keyword to skip the hook got removed in
bug 1075275.

https://github.com/mozilla-releng/scriptworker-scripts/blob/089a19ec69699d63f88f6c6fe5a0b0dca6f01897/treescript/src/treescript/merges.py#L249 still has that message, so we should presumably update it there.

Remove unused mozharness script. See the discussion in

I can find no in-tree references to gecko_migration.py, but
mach try release still uses the configs,
