Omnibus proved that the Shirley features improve user engagement while not regressing activation or retention:

We want to enable the Shirley features to all users by activating the following preferences:
security.remote_settings.intermediates.downloads_per_poll set to 3000
browser.migrate.showBookmarksToolbarAfterMigration set to true
security.bad_cert_domain_error.url_fix_enabled set to true
