The rest API version got added in bug 1622867.

This is needed as in the near future we will be deprecating our legacy APIs such as /latest/, /bzapi/, as well as the XMLRPC and JSONRPC endpoints. We will only be supporting /rest/* going forward so we can start working on newer versions of the API.
