Details

Need to send mimetype from necko to imglib.
Decoder components are loaded by mime-type. The old code
had a fixed enum list. I need the mimetype string from
necko.

Imglib can get access to mimetype string via channel.

Verifying as fixed using 1999102608 builds on Mac OS 8.6, NT 4.0 SP5 and Red Hat
Linux (6.0/GNOME.)

Verified by going to http://jazz/users/publish/aaaa1.html and confirming that
images with inappropriate extensions (e.g. "foo.pam") display properly.
