Gah. Yes, this is mac-specific, and somehow only happens on TV/verify jobs. I saw it on one trypush but forgot again when I didn't see it on later ones. I'll investigate, either during or after the thanksgiving break - on the whole, this is already better than the status quo (in which the entire toolbar flickered) so I think this is OK. It's a little mysterious though, ie why does this happen on macOS but not Windows/Linux. If there's CSS that's missing between macOS and the other OSes I would have expected that the tests from bug 1674091 to have caught that before now...
