Steps to reproduce:
Go to https://en.wikipedia.org/wiki/Firefox . Now highlight a word via touchscreen (you just longpress on the word). The context menu appears as expected, great! Now modify the highlight (like you are trying to highlight an entire sentence), observe the context menu does not re-appear... It's supposed to re-appear. That's what happens in Chrome/Edge for Windows, as well as Chrome and Firefox on Android.

Setting this to NEW as I can confirm it using the latest Nightly 108.0a1 and Firefox 107.0b4 on Windows 10x64 on a Surface Pro 4 machine.
It is not a regression, I've been able to reproduce it ever since Firefox 60.
