two bugs: 1) the buttons (edit, delete, move up, move down) aren't enabled properly when we switch servers. 2) move up, move down, delete and edit buttons should be disabled when multiple filters are selected. (until we fix those buttons to work with multiple select, but let's log that as a new bug)
fixed with bug #161002 logging bug so QA can verify.

OK using nov24 commercial trunk: win98, mac OS 10.2, linux rh8 I know there's a bug or two out there about wanting to be able to use Delete with multiple selections, but I'm not sure there's any existing requests for move up/down and edit. Will look, will comment here...
