Gets:
Content Encoding Error
An error occurred during a connection to download.developer.apple.com.
Please contact the website owners to inform them of this problem.
However, pulling this up in devtools gets nothing:
No headers for this request
and
No parameters for this request
Which makes it hard to diagnose. This sounds like at least a devtools problem but perhaps also another problem.

Just put a note here:
The file cannot be access if you do not have access to Apple Developer Program. I am trying to find someone who can reproduce it.
DevTools are not helpful so the only way to diagnose this is to make a HTTP Log. A log may contain cookies, so probably it is best to do it on a clean profile and also logout of any session after making the log.

I don't think that specific URL actually exists anymore. I signed in with a paid account and I got a file not found.
Good entry point for all the profiles, including iOS SysSiagnose is https://developer.apple.com/bug-reporting/profiles-and-logs/ from there you can download the PDF and the profile. (Not sure if it requires developer program membership)

Ok, I can access and open the link and all pdf on that page (without membership).
This link probably corresponds to link from the description:
https://developer.apple.com/services-account/download?path=/iOS/iOS_Logs/sysdiagnose_Logging_Instructions.pdf
It works fine for me as well.
Stefan, thank you for checking this out.
ekr, can you reproduce the problem? Have you encountered on any other link on that page?
