I was debugging the issue that we don't seem to be registering any zero byte loads from the telemetry in bug 1675205 while we do see a high number of YSODs with an empty string.
I realized that the event collection has not been enabled, which is a nasty papercut.
P.S. It would be nice to have some warning if telemetry is registered and ignored because collection is not turned on.
