[Tracking Requested - why for this release]: We send remote content messages to clients (for Firefox84) and as a safety mechanism prefer it if the english strings are present as a backup.

I have verified this task and I can confirm that the "Search shortcuts in the address bar" message is succesfully displayed in the "What's new" Panel and respects the specs from here.
Verified on the "Stage" server, using the latest Firefox 84.0 Build ID - 20201210144358 and the latest Firefox Nightly 85.0a1 Build ID - 20201211093444 installed on Windows 10 x64, Mac 10.15, and Linux Mint 20 x64.
