Or should that function be moved to nsIImportService? Looks like it's just forwarding calls.

In nsMsgSend.cpp, CreateAndSendMessage
, SendMessageFile
and CreateRFC822Message
all redirect to Init
, but Init
is not a public interface. So I think this still needs to be implemented in MessageSend.jsm.
