1680493 - duplicate file detection should allow empty remote settings dumps

We have in-tree dumps for remote-settings data, which can end up empty and trigger the duplicate detection logic, breaking builds. It would be better to handle this in a more generic way so that these dumps containing {"data":[]} are allowed without listing each individual file in the allow list.
