Steps to reproduce:
deleted old account from Comcast due no longer downloading emails and calendar issues and old Pop server-
attempted to add new account with IMAP
version 78.5.1
Actual results:
new account could not validate password at Comcast
Expected results:
password should have been validated

What exactly does that mean - could not validate? I assume you are talking about the Account wizard. Did you get an error message? Which one?
Expected results:
password should have been validated
You could try ≡ > Options > Saved Passwords and delete all entries relating to the respective account, then try to set it up again.
Also if you just deleted the visible Thunderbird account without deleting the account data, there might be remainders of some sort.
Tools- Account Settings - Account Actions- Remove Account

If you are using ESET/NOD32 security/AV then probability is high that ESET is causing your problems. According to ESET forums, you should temporarily disable SSL on ESET until they solve the problem per https://support.eset.com/en/kb3126-disable-ssl-filtering-in-eset-windows-products.
You might also inform ESET that they have broken your system. The problem is being reported by hundreds of users https://forum.eset.com/topic/26517-problems-with-thunderbird-and-imaps/ https://forum.eset.com/discover/
