Steps to reproduce:

pop out a video (any video works, YouTube is good for testing)
ensure the video is playing
resize the video player

Actual results:

When resizing the popped out video player while a video is playing, the video jitters around the screen and moves toward the leftmost point

Expected results:

The player resizes in place

When you said pop out a video, do you mean watching video in Picture-in-Picture mode?

If so, does video jitters around the screen and moves toward the leftmost point mean the video quality is still good, but the window is uncontrollable and moving toward to the lestmost point of your screen?

Do you have any specific link which could reproduce the issue? Or it happens on all video on Youtube? Will this issue happn on non Youtube websites?
