I think this is ready to be enabled by default once the blocking bugs are fixed.
I did consider making bug 1681063 a blocker too, but our table fragmentation is already quite broken in various ways and enabling this doesn't make it worse. It should be an improvement as shown in bug 1681050 for example. I think we can work on improving table fragmentation as follow-up bugs.
