All messages are sent with incorrect hour and timezone in Date header.
Examples:
Date: Wed, 11 Sep 2002 -65:07:49 -10000
Date: Thu, 12 Sep 2002 58:38:15 +6800
Reproducible: Always
Steps to Reproduce:
Windows NT 4.0 Workstation EN, regional settings German. Timezone GMT +0100 (Berlin)

Hi all,
after deleting the global environment variable TZ ("TZ = GMT +0100" - set and
used by another program) it works just fine. Also resolves th problem #168173.
