There is no way to import other people's certificate from a file or an LDAP
Server. The only possibility is to import the certificate when I received a
signed mail from someone else.

Expected Results:  
In the "Certificate Manager" , tab "Other People's" there should be an option to
import certificates from file or an LDAP Server.

Bug 74339 shows that this was fixed on the trunk 2002-08-06. Can you try a 
nightly build from www.mozilla.org?
