Occasionally cannot drag/drop add-ons in "Customize" or drag/drop tabs to reorder them

Steps to reproduce:
Try to move an addon
Actual results:
Cannot move the add-ons - cannot drop them and they are not shown while i move the cursor to drag them.
Expected results:
Should've been able to move the add-ons.
I'm using MOZ_ENABLE_WAYLAND and Fission on Ubuntu.

Does it work on a clean profile without enabling fission / wayland?
Does it work on your main profile if you use the context menu to move items between the toolbar and the overflow menu?
Can you move non-add-on items (e.g. the builtin "save page" button) with drag/drop?
Do other drag/drop operations work?

I'm not sure what changed, but i'm with build 20201214091023 and it seems to work now.

Actually now it happened again. It seems to happen just sometimes. I've noticed that i couldn't move the tab/tabs to different positions, and remembered that I've recently experienced this a couple of times. I immediately thought that most probably the issue with not being able to move the add-ons should be the same - and it is! I tried to reproduce the issue immediately and it appeared like in the video - the add-ons couldn't be dropped and while they were being dragged they became invisible. Also when i drop them they again stay invisible and a hole is left in their old position. Other add-ons than the dragged one doesn't reflect that an add-on is dragged on top of them.
So i hit ESC to exit the Customize screen, tried to move the tab again and this time it responded just like usual. I really have no idea what might be triggering it. Do you still want me to try and disable Fission and Wayland?

I think esp. disabling wayland would be interesting.
But given that this isssue is breaking both tab drag/drop and toolbar drag/drop, I imagine there's a low-level issue, so moving over to Core to get some eyes on it there...
