Latest versions are currently libgpg-error-1.39 and libgcrypt-1.8.7.
The last two versions of libgpg-error have had some improvements that will help with the effort to integrate building libotr into the Thunderbird build process better. Specifically with regard to building for Windows.

I've downloaded both releases, verified the release file signatures, and my download matches the patch you have uploaded to phab.

The gcrypt archive is signed with a newer key.

It's signed using the older key, the key that signed gpg-error.
