User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:83.0) Gecko/20100101 Firefox/83.0

Steps to reproduce:

-Open Network Tab
-Right click column headers & select reset columns
-Navigate to webpage to populate requests
-Resize various columns

Actual results:

When resizing columns, they don't function like they should. Gets stuck on a max width that prevents you from seeing the full column. Resizing other columns messes with the other column widths.

Expected results:

Each column should resize independently while a horizontal scroll bar should appear so you can see the overflow of the other columns. Resizing 1 column shouldn't affect the other columns. Max width shouldn't prevent you from expanding the column to desired width.

Clear a needinfo that is pending on an inactive user.
