Note: These were bookmarks that existed from Netscape. I haven't tried creating
new ones or dragging IE ones. I can, if you wish.
Paul, what build ID are you reporting this bug against?

WorksForMe using Mac/2002091208/9.2.2. Paul, can you reproduce this problem using 
another Mozilla user profile?
Created a new profile called "test". While it did not have my netscape 
bookmarks, it did have my imported IE Favorites. These bookmarks did 
drag properly. On the original profile, the IE Favorites were not draggable.

Would sending you my bookmarks file be helpful?
