Split off from 16285:
Harish reports that on Windows, the first time ^C is typed, no copy is done.
Setting a breakpoint in nsHTMLContentSinkStream::nsHTMLContentSinkStream, we hit
the breakpoint the second time ^C is typed, but not the first time.

This works for me, at least in the URL bar, using the latest opt bits on win98.
resolving as wfm, please reopen with details to reproduce if you're still seeing
it.

I can't reproduce this on Windows NT 4.0 SP5 using the URL bar. (1999111108
build)

Unable to test within Composer (where harish noted bug, per bug #16285); blocked
by bug #13378.

Given the high frequency of encounterability if this issue is in fact still
present, I'm going to verify it as WORKSFORME nonetheless, as we'll hear very
loudly if it's an active issue and nobody can copy on the first attempt.
