Bug 1279389 landed in 2016, and set this pref to 30 seconds, but only on non-release builds. It makes us discard the OS file worker after 30 seconds. It feels like we should make this consistent across branches. The original bug cited concerns for races, based on experiences in B2G, for why it wasn't enabled everywhere, but clearly nobody is working on investigating that. Note that changing this might cause some perf metrics to go up or down.

This was set to 30 seconds on Nightly in 2016, but it was never
enabled for release builds, so let's at least make it consistent.
