168436 - setup.exe crashes during install

Event viewer shows:

Faulting application setup.exe, version 1.0.0.2, faulting module jar50.dll,
version 1.1.0.0, fault address 0x00001521.

This machine has the 1.1 build installed (and netscape current rc build).  I've
tried to in install the 1.2a to three different directories (empty or previous
install) with the same error each time.

Reproducible: Always

Steps to Reproduce:
1.run setup
2.choose default or other directory
3.choose default or without type ahead install

Actual Results:  
setup starts to install.  crash.  windows xp brings up dialog to send error info
to ms.

Expected Results:  
installed mozilla
