Steps to reproduce:

Add an account with a remote a auto-configuration that includes onion hosts at a least preferred, higher priority.

Actual results:

The more preferred, lower priority hosts are selected without awareness of different networks.

Expected results:

If the returned auto-configuration includes onion hosts it should test for Tor support, enable Tor in proxy preferences if it's supported, and prefer onion hosts regardless of their priority if Tor is enabled.
