16852 - bug in form submission (with image input?)

DESCRIPTION:  There's something wrong with the form submission on this
page.  The site gives an error.

STEPS TO REPRODUCE:
 * Load http://wwwghcc.msfc.nasa.gov/GOES/goes8camexir.html
 * click somewhere on the image


ACTUAL RESULTS:
 * Page is returned saying "This script can only be used to decode form
   results."

EXPECTED RESULTS:
 * Zoomed in image is loaded.


DOES NOT WORK CORRECTLY ON:
 * Linux, apprunner, 1999-10-19-08-M11

WORKS CORRECTLY ON:

 * NN 4.x, I believe, although I just crashed it loading that page and the
   new bug form at the same time, so I'm filling this out in Mozilla,
   despite some textarea bugs that will make it look funny (probably).

Kevin, I reassigned a similar bug to Gagan where there was a cgi error message.

Tried it on WIN32 with Oct 21, 1999 10:00 am build and it also failes.
Moving OS and platform to ALL

It is submitting, but it doesn't like what it gets. Here is the output from the
form submission.

After careful consideration, I've decided that I probably won't get this bug in
for M12.  Currently I have nearly 50 bugs scheduled for M13, so there is a
possibility that this bug may need to be moved out farther still.

The EXPECTED RESULTS from the original posting are now seen
with M12 on WinNT4 sp5 (Build ID: 1999122023),
and with my Solaris 2.6 build from the M12 src.
