If you visit the URL above in the course of browsing, then return to it with the
back button or the forward button, the navigation bar at the top (an iframe
containing an imagemap) will be missing. It will reappear if you reload. A
user of Netscape 6 on Windows reported this to me, and I verified it in Mozilla
1.1 on OS X, suggesting that it is a cross-platform bug in the renderer.
The page in question is not standards-compliant and quite probably has bugs of
its own, but the inconsistency of the behavior points to a browser bug.
Bookmarking the page and then visiting the bookmark while looking at the page
causes the same behavior; visiting the bookmark while looking at anything else
does not.

Reporter : you're using Moz 1.1. Try downloading one of the nightlies and see if
the problem perhaps has already been fixed.

WFM too, using build 2002100804, Windows 2000.
Reopen if you can reproduce with newer build.
