Reword "Filling forms is not supported" message

Details
Since we now support some types of forms, we could reword the bar to avoid users thinking they can never use Firefox for filling forms and changing their default PDF reader.

This was done intentionally to show the fallback bar less. It usually makes more sense since a form element will be visible, but in the case of the PDF above, it's a full XFA form and doesn't show the form unless we support XFA.
We could come up with a better heuristic for this, but we're also going to work on XFA support.
