Based off of https://github.com/mozilla-mobile/fenix/issues/16602
At the moment when the user is in reader-mode on a secure site, GV emits secure = false, host = null, issuer = null .
We might want to provide an additional state besides secure and insecure for this particular case.

Maybe we can say something like local=true in onSecurityUpdate
