I decided to take a step back here and think harder about the way we are going to distribute differente Glean.js packages for each environment.

The solution I presented in the attached pull request, I felt could be refined.

I wrote a document on some other possibilities and tried some experiments. I tried to look at other libraries that deal with the same issue.
